The Driver and Vehicle Licensing Agency (DVLA) have launched a public consultation on proposals for a trial of smart card provisional driving licences.
The trial will investigate the concept of using an electronic chip embedded into a provisional driving licence to improve its security and to combat the increase in the number of experienced drivers fraudulently taking driving tests on behalf of learners.
This is still big business and I can personally reveal the highest amount of money I was offered to take the place of my learner driver was £500 back in 1993. I remember being quite shocked that this person would stoop so low, and of course gave her a harsh lesson on reality. If you are not competent to pass a driving test, you are not competent to drive alone. But some drivers are desperate for a licence not just for the freedom driving gives, but it opens up doors for new bank accounts and passports etc.
The new card will focus on providing a larger, higher quality photograph of the learner driver to present at a driving test and help police forces with roadside checks.
So a great idea, however, not only is the trial being limited to just under 30,000 new licences in Wales, it does not come into place until early 2008.
Way not start these things straight away and rid these despicable rogue drivers off our roads now?
