The alchol problem lists reveal that Liverpool and Blackpool are the worst offending cities.
The North West Public Health Observatory figures show that Blackpool has the highest rates of chronic liver disease in England and Liverpool came top for the numbers of alcohol-related conditions treated in hospital.
In total, there were 1.1 million admissions in England in 2009/10 - a rise of 879 a day, the research reveals.
"The scale of the damage revealed by these profiles shows that alcohol is a problem for everyone in England," says professor Mark Bellis, director of North West Public Health Observatory.
"Even those families not directly affected by alchol relates health problems, violence or abuse still pay towards the billions in taxes for the policing, health services and social support required to tackle this national problem. Cheap alsohol is no longer a commodity that this country can afford."
Far more men than women are affected but the numbers for both sexes are increasing at the same rate. One in 12 adults are classified at 'higher risk'.
