I consider irrational beliefs to be a hindrance. Not all religions or moral laws are bad or repressive or detrimental to community it intends to protect.

He or she can do it when he or she is physically able but may not have the permission of his or her responsible legal guardian. The limited to be set is determined by the guardian as long as he or she is under the guardian's care. |

No, I was saying the exact opposite.
Look back at your question. It is similar to a common mistake made by school children. They ask "Can I go to the bathroom?" instead of "May I go to the bathroom?"
A minor can have sex because that is a physical capability they possess. However, a minor may not have sex without the permission of the legal guardians. |
