Seismic, I've heard of something like that before, what version of Outlook Express and WIndows, I reckon I can solve this one...
There are issues with Service Pack 1 for Windows XP, if you've just applied that Service Pack.

Also, I found aone of their articles saying the following:

To turn off the Do not allow attachments to be saved or opened that could potentially be a virus option:
1. Start Outlook Express.
2. On the Tools menu, click Options.
3. Click the Security tab, click to clear the Do not allow attachments to be saved or opened that could potentially be a virus check box under Virus Protection, and then click OK.

There was something else, let me check with their Helpdesk over this side, I'll be back on tomorrow or so with their advice.

I ran into the same problems...
My PC got hit by a very knowledgeable hacker attacker.. I couldn't open anything without frequent rebooting the PC...

I suspect the problem was that someone damaged my PC's stock Browser...

I fixed the mess, by downloading "Tiny Personal Firewall".. and set it to block everything, and ask me...
Then I downloaded SeaMonkey Browser.. which came with an email navigator.. and all my files opened again...

In your case, I think either someone intentionally damaged your Browser.. or you accidentally deleted a part of the software, using poorly built registry cleaners, or regedit.

A scandisk surface scan might detect a bad cluster in your hd...

If that doesn't help.. my next guess would be to format-C...
Operating systems do wear out... I format and reload the hd at least every three months... To save a lot of time reloading I advise having made CD's of all your preferred downloads...

You might do a regedit search for .com links that shouldn't be in your computer.. and delete them...
